ارزیابی و تحلیل صنعت ساخت ایران و ارائه راهکارهایی به منظور بهبود آن

چکیده

صنعت ساخت یکی از صنایع مهم ایران به شمار می‌رود که متاسفانه علیرغم پتانسیل بالایی که برای ایجاد اشتغال و افزایش تولید ناخالص ملی دارد ، نتوانسته است وظایف خود را آنچنان که شایسته است در بخش ملی ، منطقه ای و فرا‌منطقه ای به انجام برساند. به نحوی که در حال حاضر سهم ایران در صنعت ساخت در عرصه منطقه ای و بین‌المللی ناچیز است و به هیچ وجه این سهم متناسب با توانمندی ها و پتانسیل های موجودو شرایط ویژه جغرافیایی موجود نمی باشد. بنابراین ضروری است که ابعاد مختلف صنعت ساخت در ایران مورد شناسایی قرار گرفته و عملکرد آن نیز مورد ارزیابی قرار گیرد.
در این مقاله، ابتدا با بهره ‌گیری از رویکرد خوشه و روش کیفی دلفی به شناسایی خوشه ساخت ایران پرداخته و سپس با استفاده از روش الماس پورتر، عملکرد و رقابت پذیری صنعت ساخت ایران مورد ارزیابی قرار می گیرد و در پایان با استفاده از نظرات خبرگان و تجربیات سایر کشورها، راهکارهایی به منظور بهبود وضعیت این صنعت در ایران ارائه می گردد.

چکیده [English]

The construction industry is one of the most important industries in Iran that, unfortunately, In spite of its potentials to increase new business information and GDP, couldn't be worked out its domestic and international missions, so that it has only a little international market share. This share is not in proportion to its capabilities and potentials in existence, and the special geographic region. Therefore, it is necessary to identify all dimensions and sectors of the construction industry and analyze its performance in Iran.
In this article, first, we identify the construction cluster in Iran by use of cluster approach and Delphi method, and then evaluate its competitiveness. At the end, expert's opinion and other countries' experiences have been used to give recommendations for improving the level of construction industry in Iran.
